The General LMC meeting is called "BANANEROS Assembly" held every last Saturday of each quarter.  Updates on LMC projects, programs and presentation of concerns are presented here.

LMC BACKGROUND:

In June 2004, a seminar was conducted by NCMB-CAR to all employees of Camp John Hay Golf Club, The Manor and Camp-John Hay Trade and Cultural Center. LMC representatives were chosen by secret balloting. The constitution and by-laws was also drafted which was ratified and approved in August 2004. Amendments and ratifications were done sometime in 2008 and 2010.

 

DAP-AYAN TI JOHN HAY is composed of 10 representatives from the management and 37 labor representatives. It has nine (9) sub-committees on: Rewards and Recognition, Livelihood, Information and Education, Discipline and Fact Finding Committee, Sports Recreation, Livelihood, Food and Canteen, Health and Safety, Spiritual and Values, and Decorum Investigation and Dangerous Drugs.

BACKGROUND OF LMC:

Employee Management Cooperation (EMC) was officially launched in August 9, 2000 through the first EMC meeting with the help of DOLE- RCMB 3.

 EMC was established during the time when employees walked-out to show their dismay to management. It is intended as a venue to raise their issue/s to the top management.

Management and labor representation in EMC is equal (16-16). It has 4 sub-committees on: Employee Welfare, General Services, Discipline and Corporate Affairs.

-          Zero (0) labor case filed at DOLE

-          For the past 2 years (2009-2010) the number of EMC concerns decreased by 32% from a monthly average of 27 to 17.

BACKGROUND OF LMC:

The BENECO LMC was created following an orientation spearheaded by the NCMB at the Benguet State University in 1991. Most employees attended the orientation and from thereon, series of trainings, meetings and organization followed. The initial LMC formed was then reorganized, strengthened and restructured in the succeeding years.

BENECO LMC has four (4) standing committees: steering, productivity and welfare, investigation and grievance, and health, safety and sports with equal representations from management and labor.

The structure/composition of the LMC is subject to review and evaluation every two (2) years.

MILESTONE ACHIEVEMENTS (last 3 year):

-          Creation of the BENECO Employees’ Multi-Purpose Cooperative, Inc. (BEMCI)

BACKGROUND OF LMC:

On August 29, 2005, a memorandum of cooperation was signed formally launching the LMC with representatives from the Management, CBU and non-CBU members with the guidance of  NCMB-CAR.

The LMC is called the Hedcor Kabisig Council, carrying the mission “To align all our efforts towards an empowered employer-employee relations with a high competency, personal and professional growth. We shall actively build and generate programs to increase productivity, foster family welfare, and enhance the quality of work life.”

The council is a composition of committees tasked to promote industrial peace: committee on community service, family and workers’ welfare and livelihood, improvement of quality of work life, and productivity improvement.

MILESTONE ACHIEVEMENTS (last 3 years):

-          Awarded the Occupational Health and Safety Management Standards (OHSAS 18001:2007)

-          Renewed certification under ISO 9001 (Quality) and  ISO 14001(Environment)

NAME OF LMC: SULONG TSPIC LABOR MANAGEMENT COOPERATING COUNCIL

BACKGROUND OF LMC:

There was poor management and labor relations way back in 1997, wherein TSPIC was still part of then TEMIC TELEFUNKEN, whose striking employees marched to DOLE, Intramuros, Manila to protest the "Return-to-Work" order issued by the DOLE Secretary.  In 2001, as an agreement in the CBA, the Labor/Management Committee was formed.  However, LMC activities were suspended in 2005 due to prolonged CBA negotiations, but were revived in 2006, through the efforts of labor and management.  At the same time, LMC Charter was also reviewed, reinforced and revised.  The LMC objectives were redefined, wherein the working committees were given more specific roles and directions.

The LMC Council has 3 management and 3 union representatives.  It has four (4) sub-committees namely:  Employee Welfare Committee, Recognition Committee, Quality and Productivity Committee, and Health and Safety Committee.

MILESTONE ACHIEVEMENT (last 3 year):

-           No labor dispute case filed to DOLE or any of its attached agencies  since 2007

-           significant reduction of disciplinary action cases;  faster resolution of reduced number of grievances

-           recent CBA negotiation concluded at breakthrough record without any notice of strike

-           significant improvement in the number of days of No Lost time Accident

-           improvement in turn-over rate and employee performance (more employees achieved the A/B ratings)

-           5% increase on the year on year change in productivity

-           best LMC nominee for NCR in 2009.

NAME OF LMC: KAPATIRAN LABOR MANAGEMENT COOPERATION

BACKGROUND OF LMC:

The first strike happened in 1987 in quest for union recognition.  Another strike followed in 1988.  The first CBA was signed in 1988 and cited Article XV for the establishment of Labor Management Relation Committee.  However, dissatisfaction abound that led to another strike in 1996. LMRC had been revitalized in 1999.  Sub-committees on Employees Welfare, Health & Safety, Recognition, Organizing and  Disciplining were created and became operational. Five-man team represent both labor and management panels.

     LMRC Kapatiran operates on the theme "Moving Forward for a Dignified & Meaningful Life."

NAME OF LMC: KATIG (Kaisang-tinig, Isip at Gawa)

LMC BACKGROUND:

In 1997, DTI’s Center for Industrial Competitiveness introduced the concept of LMC.  It was formally organized in 1988 given the name SANDIGAN. Through the years it was a forum for gripes and complaints, it became REKLAMUHAN.

The years 1998-2000 were a period of discontent among employees.

In 2001, employees organized themselves into a union but during the ensuing Certification Election, most of the employees opted to have ‘NO UNION” in Cavite plant.

From 2002-2004 there was a significant decrease in productivity, employee morale was at its low point, Cavite plant was the lowest ranking among 14 URC-BCFG plants, vandalism and sabotage became rampant.

A new Operations Manager brought about change in 2005. Employee participation became imperative to effect change management which was used in LMC as the main platform, thus the rebirth of a new LMC with a new name - KATIG.

The organization is represented by 10 management officials and 10 labor representatives who were duly elected or appointed from different categories and departments. The structure is composed of steering committee, secretariat and five (5) sub-committees.

MILESTONE ACHIEVEMENTS (last 3 years):

-          Implemented additional employees’ benefits such as 6+1 SL ad VL, quarterly rice benefits, 233% increase of gift cheque and medicine allowance, 0% interest of educational and emergency loans

-          Recipient of DTI-CIC 2005 Pro-active Programs Achievement Award – Search for Model Company in three (3) categories:  labor management relations, quality and productivity, and community relations

-          Invited by the DTI to present URC KATIG best practice in PQA road show at Bataan Economic one, Mariveles, Bataan on July 30, 2009, MCD, San Pablo, Calamba, San Pedro, Bagong Ilog, Pampanga, Tarlac, Cagayan de Oro, Cebu, EPZA Rosario Cavite, Lucena City, FCIE Dasmarinas, Cavite, Yazaki Torres-Pnoy-Laguna, StarLMC-Batangas and Convention at UP Diliman-PALMCO.

 

SAN MIGUEL BREWERY INCORPORATED

NAME OF LMC: KATIG PANGHILI-USA

LMC BACKGROUND:

 

The creation of LMC was created out of the CBA between the unions and SMB, to wit:  SMBG-BBEU - SMB and PACIWU - TUCP - SMB.  The Steering Committee is being chaired by the Vice-President and  Plant Manager, with three (3) committee members, as follows:  President-PACIWU-TUCP (monthlies union), President SMBG-BBEU (dailies union), and eight (8) department managers.  The HRA Manager and HR Associate served as the Secretariat.  From the date of establishment of EMC/LMC (Paghili-usa) 20 years ago, SMB had only one (1) grievance filed by 12 members of the dailies union (SMBG-BBEU).

 

The briefest CBA negotiation to date lasted 3 hours between PACIWU-TUCP (monthlies union) and SMB signed on January 21, 2011 and is effective until October 31, 2013.
