IMPACT OF LMC ENHANCEMENT ACTIVITIES FROM CY 2001 - 2006

Based on the above graph, for a span of five (5) years, it is evident that there is a 10% average occurrence of unfair labor practice (ULP) issues submitted for preventive mediation or as a ground for a notice of strike coming from companies with LMCS. Likewise, for issues related to bargaining deadlock treated either as preventive mediation case or as a conciliation mediation case, there is an average of 8% occurrence. All these issues were speedily resolved by the NCMB’s conciliator – mediators. According to parties involved, the mutual trust and confidence built through their labor-management committees/councils (LMCs) or other workplace cooperation mechanisms, contributed to the fair and speedy resolution of issues submitted for third party assistance by the NCMB.
The graph also shows the gradual increase of functional LMCs from 737 in 2001 to 1024 in 2006 which is about 50% of the 2,057 CBAs in 2006. The growing acceptance of setting up LMCs can be attributed to the yearly LMC plant level orientation seminars; LMC Skills Enhancement Seminars as well as areawide seminars. These LMC activities are being conducted by the NCMB’s LMC Facilitators. Furthermore, part of strengthening the LMC Program, the NCMB encouraged the creation of Regional LMC Associations. There are now eighteen (18) LMC associations which are members of the Philippine League of Labor Management Cooperation, Inc. (PHILAMCOP).
