In his special message during the 15th founding anniversary of the National Conciliation and Mediation Board on January 6, 2003, USEC for Labor Relations Josephus B. Jimenez strongly urged the NCMB employees to be dedicated to serve its clients. He shared his time-tested and proven formula he used to serve his clients when he was still in the private sector. BILISAN, for short is for the benefit of the clients and the one giving the service.
Being in the DOLE is not new to USEC Jimenez as he has been actively involved in the promotion of the labor relations programs even if he is in the private sector, he being an accredited voluntary arbitrator, an advocate of labor-management cooperation and grievance machinery.
