LEARNING SESSIONS ON ARBITRAL AWARD METHODOLOGY

 

 

The NCMB Corp of Conciliators-Mediators including the Division Chiefs attended a one-day learning session on the Model Template of the Standardized Methodology on Arbitral Award.  The NWPC conducted the learning activity on 12 August 2005 at the DOLE-OSEC Multi-purpose Hall.  The newly-appointed Con-Meds were likewise present.  Other attendees came from DOLE different offices and attached agencies. 

 

The one-day session was headed by NWPC Executive Director Ciriaco A. Lagunzad III.  An overview on the topic was made by Deputy Exec. Director Esther Guirao.  She focused on how the arbitral award was conceptualized – that is, thru the issuance by the Secretary of Department Order 284, series of 2004 directing to develop and institute the usage of the arbitral award system in the Department.  Ms. Patricia Hornilla, Division Chief of the Productivity Research and Policy Development briefed on the SM-AAA including the arbitral award framework and economic indicators.  Director Cynthia R. Cruz of the Planning Service was also one of the resource persons who discussed the External Analysis.  Executive Director Lagunzad dealt on the Economic Productivity.

 

NWPC Director Cristina Quizmundo of the Management Services Department discussed the subjects on financial analysis and the use of income statements and balance sheets, these being among the basic references in the determination of the arbitral award.

 

On 18 August 2005 a similar activity was conducted by Director Quizmundo and Ms. Hornilla for the Board’s technical staff.  Twenty (20) personnel from the NCMB Central Office, and its three neighboring branches of NCR, Regional Branches 3 and 4 attended the activity.  This time application of the model template was made thru actual exercises on the computer to better appreciate the template.
