NCMB Conducts 2005 Mid-Year Performance Assessment

 

 


Top officials of the NCMB Central Office and its Regional Branches gathered on June 29-30, 2005 at the DOLE Auditorium, Executive Building for the conduct of its Mid-year Performance Assessment. This is an annual activity held to make a thorough assessment of the accomplishments of the Board vis-a-vis its mandate of maintaining and sustaining peace in the industrial front through the promotion of conciliation-mediation, voluntary arbitration and labor-management cooperation.

 

Deputy Exec. Director Marie Louise A. Guan-Aragon formally opened the activity and welcomed the participants. Executive Director Hans Leo. J. Cacdac, provided the policy directions and set the goals for its Regional Branches Directors. In his message, Exec. Director Cacdac stressed the need to promote the culture of industrial peace by strengthening the conciliation and mediation program of the Board. He said that conciliation and mediation shall continue to be the flagship program of the Board and the first line of defense in an alternative dispute resolution (ADR). He likewise encouraged the participants to go back to basics and improve the existing programs at NCMB.

 

On voluntary arbitration, Exec. Director Cacdac emphasized the need to utilize a “market-driven” approach in the promotion of voluntary arbitration. “Our program on voluntary arbitration must be able to address the needs of our clients. We must promote VA as the better alternative”, Exec. Director Cacdac said.

 

A presentation of the regional branches performance during the first semester immediately proceeded. A 15-minute presentation was allotted each Regional Director to present the highlights of their accomplishments.

 

During the second day of the activity, agency fund utilization was presented by Ms. Lourdes P. Estioco. Issues/concerns and other problems encountered in the implementation of the Board’s programs were also discussed and agreements were reached on how to address them. The Board’s targets for the remaining six (6) months of 2005 were reformulated in consideration of its first semester performance.

 

Policies/issuances drafted on the new selection process, as well as the Regional Operations Plan were presented to the Regional Directors for their comments and suggestions.

 

At the end of the activity, the reports of the participants were consolidated. Deputy Exec. Director Aragon expressed appreciation to the participants for their inputs and active participation during the performance assessment.
