NCMB CONCILIATOR-MEDIATORS AND DIRECTORS ATTENDED CAPABILITY
AND SKILLS TRAINING
The first
batch of Conciliator-Mediators and Regional Branch Directors finished their four-day capability
enhancement and skills training held on
DOLE
Undersecretary for Labor Relations, Manuel G. Imson
and NCMB Executive Director Hans Leo J. Cacdac graced
the opening exercises. Director Boteros of DOLE Region VI was also present.
Usec Imson congratulated the group for the good performance last
year. He impressed upon the need for a more active and more collaborative
teaming up at the regional level and between the regions and the central office
as well as to take advantage of this four-day training towards a productive and
more efficient work.
This
year’s 11th Labor Dispute Management Course is pursued by the Board
with the theme, “Capability Enhancement and Skills Training for
Conciliator-Mediators”. It is a continuing labor dispute management course for
the Corps of Conciliator-Mediators as well as the Branch Directors. The
participants now include Division Chiefs and senior technical staff of NCMB
Central Office and NCR Branch Office, for them not only to be confined on
administrative or division work but also to know and be equipped on the
different skills in conciliation-mediation process and negotiation.
New
topics like Gender Equality in Collective Bargaining Negotiation; Quality
Values and Worklife focusing on Ethics in Public
Service; Management of Change and Challenges; Organizational Development; Stress
Management; Current Decisions and Jurisprudence on Labor and Management
Relations in addition to regular topics on Negotiation Strategies, Techniques
and Tactics and Conflict Management are integrated in the training module. The
Board endeavored to have resource speakers from Personnel Management
Association of the Philippines (PMAP), Human Resource Consulting firms, legal
practitioners, former officials of NCMB and DOLE and other organizations, all
of whom have wide range of experience and education in their respective fields.
Resource
Person from CSC Region VI and BIR Regional Director in
NWPC
discussed the special topic on Methodology in Arbitral Award to orient the
participants on the new relevant economic indicators. The model though
primarily intended for arbitration of deadlock cases, is seen to serve as a
tool for Con-Meds in their propositions to mediate with parties and with the
end view of coming an agreement.
Among the many objectives of the seminar are to update
the training needs of the Corps of Conciliator-Mediators including the ten (10)
Con-Meds hired last year as well as to attune their knowledge and skills on the
recent trends in employment and labor relations.
Forty-nine (49) participants are the beneficiaries of this year’s seminar. NCMB RB I and NCMB VI served as the host regions. - Susana A. Quimpo
