SUPPORT MOUNTS FOR SECLAB’S POLICY REFORMS

Baldoz’s program and policy reforms got a boost
recently with the pledge of support from the country’s largest association of
LMC advocates and practitioners.
Secretary Baldoz was assured of the support of the Philippine League
of Labor-Management Cooperation Practitioners (PHILAMCOP) by Ms. Madonna E. Dio, vice-president for management and Atty. Mariano H. Paps, member of the board of trustees, who visited her
recently.
“It is heartwarming to
note that a big organization like the Philamcop sees
wisdom in the reforms that we have initiated and is now our partner in seeing
to it that these policy reforms are implemented to benefit the public,”
Secretary Baldoz said in a statement.
She stressed the need for continued cooperation and
collaboration between the department and its social partners to realize the
objectives of these reforms and attain industrial harmony and national
progress.
These policy reforms include the de-judicialization of labor dispute resolution through private
sector participation, the institutionalization of the 30-day mandatory
conciliation-mediation, and labor-management productive partnership to
strengthen tripartite cooperation and promote industrial peace.
Philamcop, the umbrella organization
of twenty-five regional LMC associations operating in sixteen of the country’s
seventeen regions, boasts of total membership of 1,077 companies nationwide.
The association was formed in 1998 when Secretary Baldoz was still executive director of the National
Conciliation and Mediation Board. The association has since become an active
partner of the NCMB in the promotion of its labor-management cooperation
program.
Plant-level LMCs have achieved a steady growth with
this partnership. As of date, the NCMB reports that there are some 1,575
existing LMCs nationwide that continue to benefit workers and employers with
good management practices, improved communications, strong corporate
responsibility, and enhanced productivity.
