
NCMB reports SENA
accomplishments
If the bulk of requests for
assistance (RFAs) being processed by the different offices of the DOLE is any
indication, the SENA program of the Department of Labor and Employment is an
instant hit.
NCMB, which serves as the
SENA Secretariat, noted a surge in the number of RFAs being processed in its
regional branches, as well as in other offices and agencies of the Department
that are tasked to implement the program.
In his latest report to Labor
Secretary Rosalinda Dimapilis-Baldoz, Labor Undersecretary Hans Leo J. Cacdac,
who also serves as officer-in-charge of the NCMB, said that requests for
assistance (RFAs) under the SENA program have reached 26,474 as of September 30,
2011.
“More and more workers are
coming to our offices to seek help under the program,” he said.
Baldoz introduced SENA, or
Single Entry Approach Program, in 2010 to simplify the filing and processing of
cases in the Department.
The program institutes a
30-day mandatory conciliation-mediation of labor-related complaints filed by
workers. If these complaints are not settled within the 30-day period, the same
is referred to the appropriate agency of the Department.
The project is being carried
out in all of the sixteen regional offices of the DOLE, as well as in the NCMB,
NLRC, POEA, and NWPC.
Some 27,101 RFAs were handled
by these offices and agencies from January to September 30, 2011, including 627
RFAs that were carried over from last year.
Collective disposition rate
was a high 93%, or 25,151 of the total RFAs handled, while settlement rate stood
at 37%.
Some 9,995 RFAs were settled
during the period, benefiting 12,815 workers with P224,170,784.19 in restitution
packages.
