RCMB - CAR signs  accord with  LGU

Governor Leonard Mayaen of the provincial government of Mt. Province and RCMB – CAR OIC Brenda Rose C. Odsey sign the memorandum of agreement between their offices that seek to promote industrial peace in the province. The signing was held at the governor’s office on October 6, 2011. Bontoc, Mt. Province—The National Conciliation and Mediation Board here has signed a memorandum of agreement for industrial peace with the provincial government of Mt. Province. 

            Atty. Leonard Mayaen, governor of Mt. Province and NCMB-CAR OIC Brenda Rose C. Odsey signed the agreement at the governor’s office in the provincial capitol on October 6, 2011. 

The agreement came about after consultations conducted by RCMB-CAR staff led by Supleo Cresencia Pawingi with the provincial executive.  

“Although Mt. Province is experiencing industrial peace at the moment, this should not hinder us to sign an agreement to sustain harmonious employer-employee relations in the province,” Governor Mayaen said after the signing of the MOA.   

           The MOA allows qualified staff of the provincial government to mediate between parties involved in labor disputes that are not yet filed with the DOLE or any of its attached agencies.  

            “The MOA is in pursuit of PNOY’s agenda to reform the labor arbitration system by streamlining procedures, removing red tape, and restoring integrity and fairness in the country’s system of labor dispute settlement, of which RCMB-CAR is committed to support,” OIC Director Odsey also said.   

“It is also in line with NCMB’s programs on alternative dispute resolution mechanisms like conciliation-mediation, grievance handling, voluntary arbitration and labor management cooperation,” she added.

RCMB CAR had earlier forged similar MOAs with three local government units of Benguet Province. 

The MOAs with La Trinidad and Tuba were signed in 2010, while the MOA with Mankayan was signed in 2005.
