Barangay Officials Receive Conciliation-Mediation Training

  Pamela R. Babalcon

“Thank you for the very informative and eye-opening training.  The discussions  are very relevant and thought provoking and will be very useful in our day to day activities, especially in relation to the amicable settlement of disputes,” said Vice Mayor Cherry Dayandayan.

Some 79 punong barangays and lupong tagapamayapa members from the different barangays in Isabel, Leyte echoed this sentiment after they attended a seminar on conciliation-mediation conducted by the National Conciliation and Mediation Board (NCMB) at the Isabel Sangguniang Bayan Session Hall last  October 6, 2011.

Councilor Dan Tentativa, an advocate of conciliation-mediation following his experience with the Philippine Phosphate Fertilizer, recognized the need to train his constituents.   “Most punong barangays and lupong tagapamayapa members are new on the job, so they need to know the process and  techniques of conciliation-mediation as this is their main function,” he said.

“We are trying to foster an environment of sharing – in our case, our skills in the art of dispute resolution, to whoever may need them,” NCMB Director Juanito Geonzon said.  “Since this is the first of its kind, we are  making sure that they will learn from it,”  he added.

To improve their understanding of the conciliation process,  mock conciliation conferences were conducted where participants were asked to role-play  situations and responses which could happen during actual conciliation proceedings.

“I have gained a lot of confidence after observing and actually taking part in the mock conciliation activity.  More insights were realized during the critiquing session where our experts from NCMB pointed out areas for improvement,” said Benilda Nuñez, the chairperson of Brgy. Nunan.  “I feel that now, I can do justice to my job,” she added.

NCMB hopes to replicate this activity in Merida, Leyte, whose LGU executives also verbally signified their interest for a similar training.
