       "parties to this Agreement agree that: 

1.      The Department of Labor and Employment, through the National Conciliation and Mediation Board – Voluntary Arbitration Division, shall serve as Secretariat and Liaison Unit to coordinate all awards and decisions of voluntary arbitrators appealed on certiorari before the Supreme Court.  As such, it shall maintain close coordination with the Office of the Solicitor General, the DOLE Legal Service and the concerned voluntary arbitrators to ensure that records of the cases, legal notices and processes are duly served and transmitted to concerned parties and government units; 

2.      The Department of Labor and Employment through the Legal Service, shall represent accredited voluntary arbitrators on cases where the office of the Solicitor General deems it proper to inhibit itself to act as public lawyer of  the arbitrator concerned; 

3.       The Offices of the Solicitor General in all other cases, shall serve as the public lawyer of all accredited voluntary arbitrators for purposes of defending their decision and awards before the Supreme Court."
